When Jessie was first invited to go to Fort Lauderdale, Florida, USA with Donald Vaz (pictured here) shortly after moving back to Kamloops, BC Canada, she was as just excited as she was when she was invited to go to Mazatlan, Mexico with her friend Tomoko & her family one summer when she was about 14 years old.
Jessie was always such a good kid growing up - very well behaved when she was at other people’s homes. Parents would call me and tell that Jessie was very polite and helpful when she visited or went for a sleepover. I am very proud that she was always the one chosen to go away with her...I always knew she was a good girl and those calls pretty much proved it.
Jessie never got into trouble at school either. She was good in sports, she was on the honour roll for achievement and effort. And man, could that girl spit and belch...I know, that sounds terrible...and I hate the spitting part, but the belching could actually be pretty funny sometimes. I mean, several times after Jessie moved to Calgary to live with her dad for grades 11 & 12, she would be on an MSN chat with her sister, Katie. Katie had the camera & speakers on...all of a sudden I would heard this huge belch coming from the livingroom and I would actually smile. I would get a ‘warm fuzzy feeling’, smile and think, “that’s my Jessie!!”
I am so proud of all of my kids. I love them all so much. I miss Jessie terribly. So do her sisters & stepsisters, stepdad, dad & stepmom, my 82-year-old dad, her Grandpa Grant, cousins, friends...everyone who talks to me misses her so much.
WE NEED TO GET JESSIE BACK.
Speaking of back...now, back to the main topic of this story. When Jessie first went to the USA is was by invitation to go on a short holiday with a guy that Jessie knew from when she was a teenager in high school. His name is Donald Vaz. He told Jessie that he was going to go to Florida to visit his mother (which we found out later was a lie...right from the start, he lied to Jessie. His mother lived and still lives in Edmonton, AB Canada, where Donald Vaz is from). He said he did not want to go there alone, he would pay for her flight, hotel, food...she needed her spending money for clothes and souvenirs, which we all got when she returned.
Jessie came back with the gifts and a few pictures of her trip. We found many more of Jessie’s pictures in her storage unit that she had in Calgary, AB Canada, after she moved to Kamloops. She had gone to Calgary in November 2005 before she was to spend Christmas with us in Kamloops...but now I am jumping ahead several months. Jessie went on a second trip with Donald Vaz...this time, he took her to Manhattan, NY, Atlantic City, NJ, ending up in Las Vegas, NV within only a few days. When they were in Manhattan Jessie called us, she called me, she called her sister Crystal & she called her dad Dwight and we got slightly different stories:
MOM: Jessie told me that her & Donald had a fight in their hotel room because she said he lost all his money gambling & he wanted her to prostitute herself so he can get some money. She got mad at him & left the room. When she called me, she was in the lobby & I was very worried about her being in Manhattan by herself, & I did ask her if her got violent with her, because if he had, I wanted her to call the police. But Jessie told me he did not get violent & she also told me she was not afraid of Don. I told her then she needed to get back to the hotel room, & then she could take the plane home the next day, as planned. She was to go through Toronto, ON again. She called me later & said everything was fine & then she called me the next day to say she was going to come home but go via Las Vegas instead of Toronto. She said her 21st birthday was in 2 weeks & she wanted to go visit her friend, Yvonne (AKA: Angel) in Las Vegas & perhaps stay there for her birthday. A lot of Canadian young people like to go to Las Vegas for their 21st birthday. She told me she did NOT go to Atlantic City, NJ on this trip.
CRYSTAL: She told Crystal pretty well the same thing she told me, except that she said they DID go to Atlantic City…the only difference between that my what she told me.
DAD: She told Dwight that her friend lost all his money gambling & that he wanted her to “turn a few tricks” to earn some money so they could get out of the USA & back to Canada. Jessie got mad and left the room, going to the hotel lobby and calling her dad (and as we all now know, she also called Crystal & me and who knows if she called anyone else). No one else heard this story other than Dwight, though it makes sense & fits completely into the story, once we heard the “complete” story about what happened to Jessie between May 13th, 2005 & March 29th, 2006. That is, as complete as we could get, since so much is still not known, we do not know if we will ever know the “complete” story about Jessie in Las Vegas, at least not until she comes home alive & tells us.
‘They’ (we only presume it was Donald and he took her to Yvonne, who’s boyfriend was a friend of Peter Todd’s and they introduced her to him) got her to Las Vegas on May 13, 2005 - just 2 weeks exactly before her 21st birthday. The birthday that would allow her to do more in Las Vegas. Drink and gamble at a casino, if she wanted to. She called me to say she was going to stay at her friend Yvonne’s until her birthday so she could celebrate it in Las Vegas “in style!” I was not happy about it, even telling her that I would not know what to do if anything ever happened to her in Las Vegas. I would not know who to call, or where to turn. I said to her (this makes the hair on my neck stand up to say), “what would I do if you ever went missing, who would I call?” This is when she gave me Yvonne’s phone number.
Yvonne Hubrechtsen AKA: Angel is a known prostitute, a person who got off on the charge of transporting a minor across the state line for sexual purposes. (Hmmm, sound like human trafficking to anyone else, or just me?) And she also was deported from Vancouver, BC Canada in December of 2007 where she was prowling the ‘red light district’ looking for her next victim, I mean, friend to take back to Las Vegas, NV. Her next recruit. The police pulled her over, this 21-year-old kid driving a Hummer with Nevada plates...obviously not something that they are used to see. When they did, they found out she lied to get into our country (she went to one port of entry, was denied because of a criminal record, waited until the next day, went to a different port, and told them this time that she did not have a record - she got in) and they deported her back to the USA and told her she could not come back into Canada for 5 years (see Vancouver Province newspaper article: Mom wants to speak with deported woman by: Lena Sin on December 21, 2007 - http://www.jessiefoster.ca./index_files/Page12308.htm) - but again, I have jumped ahead.
Jessie’s phone bills have always been coming to my house address since Jessie moved from her apartment in Calgary, when she put all her belongings into a storage unit. She always planned on going back to Calgary after her extended stay in Kamloops in the spring of 2005. Her phone bills told a story of their own...we never opened them for the entire year from the time she moved back to Kamloops until she went missing. Then, of course, we had to open them.
We saw exactly when she met/became involved with Peter Todd. His phone number started to show up on her bill and not just here and there...dozens and dozens of calls from and to him in a day. Hundreds and thousands of times each month. Yes, that is unheard of...we could barely believe what we saw. The private detective instantly saw what happened the moment he laid eyes on Jessie’s phone bills, same with the police, bounty hunters and others who have looked at Jessie’s case on our behalf.
NO ONE RECEIVES/CALLS ANYONE THAT MANY TIMES IF NOTHING IS GOING ON, NO ONE.
We could see when he sent her out-of-town and we saw when she left him, rented a car and drove to California with her friend Brooke after Peter Todd kicked Jessie in the head during their latest and seemingly, worst fight yet. Many attempts to contact people on her bill has been made, many of the numbers are now used by people who recently (after Jessie’s disappearance) got the number new to them. Others have lied and said we have got the wrong number when we called it...Yvonne also did that to me.
We did not know that a couple of weeks after meeting Peter Todd, Jessie was arrested in Las Vegas for soliciting for the purpose of prostitution. Jessie had never even been grounded as a kid or teenager. She never got in trouble in school or with her parents, either. Imagine how scared my poor girl was, getting arrested for something she was being forced into doing...afraid for her life & probably the lives of her sisters, so afraid she could not leave or even tell anyone. Jessie was bailed out by Peter Todd and the Black Jack Bail Bonds Company...apparently they do a lot of business with each other, Peter and Black Jack...imagine that! Her court date was set for September 5, 2005. She must have been so afraid of going to jail...where they took her the night she was arrested. Then on September 1, 2005...4 days before court, Jessie was arrested on 4 counts of the same charges.
WHAT, WAS SHE TRYING TO GET ARRESTED AND DEPORTED OR WAS SHE JUST THE DUMBEST PROSTITUTE IN LAS VEGAS? (I think the first).
Jessie went to court, got a fine of $600 for her ‘first offense’. Peter Todd was there; he paid her find and took her away. I wonder if this was the time she was beaten so badly there are hospital reports of it? We can’t find out. She was due to go to court in May 2006...just 2 months before she disappeared. There is another young woman named Lindsay Marie Harris who went missing on May 5, 2005, just before Jessie arrived in Las Vegas (did they replace Lindsay with Jessie???) who’s story was almost exactly the same as Jessie’s. Their descriptions are almost exactly the same. Their upbringing was almost exactly the same.
And the kicker…Lindsay had been arrested 5 times just before she went missing – was she also trying to get sent home, maybe thinking that they would let her go home if she kept getting in trouble with the law. And what’s up with 5 times? Were Lindsay and Jessie bumped? Were they determined to be more trouble than they were worth, to their pimps/human traffickers…whoever it is that originally had our girls? Some people think so. The ones who told us about ‘bumping’ think so.
And who is the blonde whose picture was found on Yvonne ANGEL Hubrechtsen’s laptop when she was arrested in Vancouver, BC in December 2007? The one whose picture was given to me by the police because they wanted to completely rule out that it was Jessie – perhaps with some slight cosmetic surgery, they thought she may look like this woman…it was NOT Jessie. The one who’s description also was almost exactly the same and Lindsay & Jessie’s? Is the their latest blonde? Their ‘blonde of the month’? It makes my heart ache with the thought.
I ‘met’ Lindsay Harris’ mom Martha & father Robert originally over the phone in April 2006, shortly after Jessie went missing. I had heard about her disappearance and similarity of the details to Jessie’s case from my brother Jimmie and his wife Colette when they saw her story on the America’s Most Wanted website. It was just days before Lindsay’s 1st year of being missing was upon the family and Martha kindly returned the message I left her voicemail. I was grateful she did, because it was a very bad time for their family then. One of the first things I told Martha was that I felt Jessie was still alive and she responded by telling me that she has never felt that Lindsay is alive. And sadly, neither did Lindsay’s twin brother.
At the beginning of this year…January 2008, both Lindsay and Jessie’s DNA was compared to a Jane Doe found in Kilgore, TX…neither were here. But in May of this year, 3 years from her disappearance, Lindsay Marie Harris’ DNA was identified as belonging to a Jane Doe from Illinois, found dead less than 3 weeks after she was reported missing in May 2005. Martha knew her daughter was not alive…she was right. Mother’s intuition? Heartstrings to our children? Whatever it is, the police have told me it is sometimes their best investigative tool…the mother.
After Jessie got to Las Vegas in May 2005 and became involved with Peter Todd, she told us she was going to stay in Las Vegas as long as she could. She was in love with Peter and before she went missing 10 months later, they were engaged.
Jessie kept in constant communication with everyone back home. She called me & Jim (her stepdad) several times a week, same with her dad & Tracy (her stepmom). Her sisters & friends got calls and text messages several times a week, but sometimes, several times a day…especially with her sisters & a couple of specific friends, one being Shauna and also Sri. We also got emails and she talked to us often on MSN Messenger. (My Space and Facebook were just becoming known to people during this time and we found accounts for Jessie, but nothing much on them, as she did not have them for long.)
She was only able to come back from Las Vegas once in those 10 months. It was only for a few weeks at the end of the year 2005, and we even thought (hoped) she might stay in Canada, since her and Peter Todd, her fiancé in North Las Vegas, NV, the person we now know to be a pimp and the person known to the police on Jessie’s case...did nothing but fight during every phone call made between the two of them, the entire time she was in Canada.
I was actually happy, since it seemed they always fought and now she was home and did not have to put up with it. Even when she was in Las Vegas, Jessie would call me in the middle of their fights. I would beg her to come home - I would even beg Peter to send her home. They would always ‘make up’ and she never came home to live. I think that Peter really did not think that Jessie would be a feisty or independent as she is. Because if he did, he would not have had anything to do with her.
I say this because she really was a handful for him. When he proposed to Jessie, he told her he was divorced from his wife Trish VanArsdale, but when she found their marriage certificate and asked Peter about it, he admitted they were not actually divorced. She tore the certificate up into tiny pieces out of anger and hurt. Another time when he was hurtful and spiteful to Jessie’s feelings, she did not know what else to do, so she decided that Peter’s clothing were something important to him…so she put them in a pile and poured bleach on them…ruining all this clothes (Peter even told me about this). Another time she actually tried to burn his clothes. I have no idea where Jessie’s rage came from with these actions, but there was obviously a lot of hurt and pain going on inside of her. And obviously outside, also. We know this because of the hospital records from Jessie’s beatings.
But that was not to be. Because on Christmas Day, after everyone had opened their presents and we were planning on going to my dad’s for turkey dinner – Jessie told us we needed to drive her to the airport because she had to get back to Las Vegas to see Peter. It was so urgent and out of the blue, we tried to find out what was going on…she said nothing, just that she really ‘wanted to see Peter on Christmas Day’, even though by the time she got back there, it was after midnight and Christmas Day was over.
Peter was quoted in an interview by: REPORTER Ethan Baron; in The (Vancouver, BC) Province (newspaper); on April 21, 2006 as saying, “We’re interested in him enough that we brought him in a second time,” said the department’s public information officer Tim Bedwell. It appears Peter has a considerable amount of money but no legitimate source of income, Bedwell said.” (see entire article on our website at: http://www.jessiefoster.ca./index_files/Page8054.htm).
Also to Leslie Primeau of the Primo radio show on CHED radio in Edmonton, AB during a live interview with Timothy Bedwell, Leslie and myself on April 17, 2007 (we had this radio show booked for over 2 weeks and then, out of the blue, I got a call from the Montel Williams show that they wanted me to be on their show about human trafficking victims. I had to be in New York, NY, on the show on the same day as the interview was planned. Leslie, sweetheart that she is, told me that they would call me at my hotel room and interview me from there. She did and I was very grateful for it). It was a half hour interview and she pretty much drilled Tim Bedwell, he repeated his statement to her about Peter’s money and having no ‘legal’ source of income.
I have had contact from people in the IRS and the Department of Homeland Security asking for info about Peter Todd. So far, I know he is still roaming around the Las Vegas Strip...I just talked to him a few weeks ago...during which, he actually admitted to me for the first time, he was, indeed, Jessie’s pimp. I had just told him, Peter, you can say what you want, but you and I know the truth. You were Jessie’s pimp. He admitted it and then I asked him a few other questions that he stumbled over trying to answer...but I got the answer. He knows more than he is telling and he will probably never admit it unless he needs to save his own ass. Which may be soon - apparently Peter Todd has recently been arrested for drugs and drug paraphernalia. Maybe he will tell us where Jessie is to stay out of jail. Who knows?
So, here I am back to my main reason for typing this today: Donald Vaz...what do you think? Jessie met Donald Vaz when she was in high school, that would have been between 2000 & 2002 – that is when she moved to Calgary and when she graduated. We know it was before she graduated, but we do not know exactly when she met it.
We know where. She used to date a sweet young man named Jon. He was a DJ for hip-hop shows – Jessie’s loves her hip-hop and it is funny, because I tell her it is really disco with a new, updated name…but the music is just as danceable. She hated it when I said that and I love it! I always got a good chuckle over it.
Jon told us about this thug that would go to the shows, who was Donald Vaz and he also told us that one time he witnessed that Donald Vaz had a gun in the waistband of his pants. When Jon heard that Jessie went to the USA with Donald Vaz, he called Jessie’s dad and told him as much about Donald as he knew.
Since then we have found out that several Canadian human trafficking rings know of Donald Vaz. And that he has an older brother who has spent time in prison for pimping and prostituting a very young girl (15-years-old) back in 1994 and that is seems to have morphed into an international human trafficking ring. Or at least, an international prostitution ring (though I believe the second choice here).

Seducing a teenage girl into street prostitution with promises of riches has landed a city man a five-year prison term.
Lema Hercley Vaz tempted the 15-year-old street girl with hopes of owning a home and car, court heard.
But, instead, Vaz took the $3,000 she make during six nights last January and gave her nothing. Crown prosecutor Gord Wong said.
Court of Queen’s Bench Justice Earl Lomas said a stern punishment was warranted despite the short period the youngster was forced to work.
“You knew that she was only 15 years of age, you knew that she was destitute – that she was living on the streets,” Lomas told Vaz.
“You took advantage of that situation – you introduced her to prostitution.
Vaz, 25, pleaded guilty to two pimping charges and one of obstructing justice by attempting to dissuade the girl from testifying.
Lomas rejected a submission by Wong and defense lawyer Kim Ross for a four-year sentence.
“The corruption of minors clearly falls within a greater range of sentencing,” he said. “You had coerced her, or encouraged her into prostitution by advising her that you would provide her with food, clothing and lodging.
“Notwithstanding those inducements, you took all of the money.”

The word is out to pimps from the courts: Don’t mess with young girls or you’ll do big time.
That message was underlined Tuesday. For the second day in row, a pimp involved with a juvenile prostitute was slammed with a hefty sentence in Court of Queen’s Bench.
Lema Hercley Vaz, 25, who “seduced” a runaway 15-year-old into prostitution with the lure of food, clothing, shelter and eventually enough money to buy a car and house, was sentenced to five years in prison Tuesday.
Justice Earl Lomas rejected a joint submission by Crown and defence counsel for four years as “low range” and imposed the stiffer five-year term.
The five-year term comes on the heels of a 10-year jail sentence handed out to a 21-year-old Calgary pimp Monday.
Convicted pimp Bryan Bottyan received the highest sentence ever for a first-time offender for supplying girls to “trick pads” and working them on the street. Four of the five girls in Bottyan`s case were 14 or 15 years old.
Vaz pleaded guilty to two pimping-related charges and attempting to obstruct justice by threatening the 15-year-old prostitute if she testified at his court case.
“She was extremely vulnerable,” said Crown prosecutor Gordon Wong. “She was being seduced into prostitution by the accused.”
The girl worked six days in January 1993 and turned over all her $3,000 in earnings to Vaz, court heard. Vaz was living with another prostitute at the time and that woman was training the girl.
Lomas said the aggravating factors included the girl’s young age, her vulnerability, and the accused knew how young she was and encouraged her to become a prostitute. He said Vaz told the girl he would provide food, lodging, clothing and she would ultimately earn enough for a car and house, yet he took all she earned.
Defence lawyer Kim Ross said his client moved to Alberta from Toronto five years ago and is separated from his wife and two children. He said Vaz was a cook for three years and then worked on upgrading his education.

A man who was sentenced to five years in prison as an example of tough action against pimps is living in a city halfway house after serving less than 18 months.
Lema Hercley Vaz, 26, pleaded guilty to recruiting a 15-year-old Calgary runaway into prostitution with the lure of food, clothing, shelter, and later money to buy a car and house.
Vaz was released on day parole May 31. He is living in the Herb Jamieson Centre near 105A Avenue and 100th Street.
At his parole hearing May 10, Calgary police opposed any form of early release. Police told the National Parole Board that ``Vaz was, and will be when released, heavily involved in the prostitution business, making his living off unsuspecting young girls.”
When sentencing Vaz in January 1994, Calgary Justice Earl Lomas had rejected a proposal from both the Crown and defence for a four-year sentence calling it “low range.”
Vaz pleaded guilty to two pimping-related charges and attempting to obstruct justice by threatening the 15-year-old prostitute if she testified at his court case.
The girl worked six days in January 1993 and turned over all her $3,000 in earnings to Vaz. He was living with another prostitute at the time and that woman was training the girl.
Vaz took part in many programs while at Drumheller Institution and got good reports from staff, the parole board heard. He is truly remorseful.
Vaz will be eligible for full parole in September.

They brought everything to a downtown brawl including the kitchen sink.
“One guy was carrying a kitchen sink, another guy had a seven-foot-long two-by-four and another one had a blue, aluminum baseball bat,” recalls Dick Godbout, who watched the fight unfold early Friday near 104th Street and 106th Avenue.
By the time the brawl had spread up and down and the street, “it looked like a war zone out there.”
Godbout estimated about 300 people were fighting, although police put the figure at between 150 and 200.
At least 27 police officers were dispatched, said information officer Sgt. Nigel Stevens.
At least four people were injured, police said. Two were stabbed, one had a cut near his eye and a fourth had a gash to the back of his head.
Godbout said when officers first arrived, they were faced with jeers from the battling crowd. Rocks and chunks of concrete flew through the air, especially towards the cruisers.
Things got so dicey that “police pulled out their billy clubs,” he said.
Godbout said he saw one man pull something from the trunk of a car and tuck a shadowy object into his waist band. Shortly after the man entered the melee, another man fell to the ground.
``I heard a crack. I thought he had hit his head but someone shouted: ‘He shot him. He shot him.’”
Godbout, who’d been watching from the third-floor window of his rooming-house, says he doesn’t know if there was an actual shooting. Stevens was also unable to say if it had happened.
When officers first arrived, a man was seen stabbing another in the back, Stevens said.
A suspect was chased down the block and caught.
The 16-year-old victim was stabbed once in the back and once in the left arm.
In another apparently separate incident, a male believed to be in his teens was stabbed in the abdomen.
The brawl began just before 1:30 a.m., said Godbout, who heard shouting from the street below.
It appeared that one man had been thrown out of a party being held in the basement of a nearby commercial building. The building has a party room which is rented out for private functions.
The dispute appeared to centre on one man who was upset over another man’s attention to his girlfriend, Godbout said.
The man who had been thrown out of the party was standing outside with some buddies trying to get back in.
``He told the bouncers: `I just have to go in and get my girlfriend.’”
A small group began fighting but it quickly spread into at least 50 other fights. It escalated even further as more people poured on to the street, Godbout said.
One group headed west along 106th Avenue and soon they returned, one lugging the sink.
It took about five minutes for the brawl to lose its steam and things calmed down. Godbout said that’s when several people began scurrying away.

A man charged with attempted murder remains under police guard while recuperating from injuries at Foothills Hospital.
Lema Hercley Vaz, 28, was charged with attempted murder in connection with the shooting of Mark Scott at the Saddleridge Community Hall early Sunday. Vaz was also shot and is recovering in hospital from a wound in the upper chest, said Insp. Mel Linn.
A guard has been posted outside Vaz’s room and will remain “until his condition improves so he can be transferred to the remand centre,” said Linn.
Five people were injured in the shooting spree at the hall at 7614 42nd St. N.E. Witnesses told police two men opened fire on each other at about 3:45 a.m. in a dispute over a woman.
Linn said Vaz was also arrested on a Canada-wide warrant for violation of parole. He was on full parole until Jan. 10, 1999 relating to convictions for living off the avails of prostitution, drug offences and obstruction.
Investigations are continuing and further charges are pending, said Linn.

An accused pimp nabbed yesterday by three men after a hooker was assaulted in a downtown restaurant was wanted for spraying a rival’s car with bullets, police said.
The men, who gave their names as Jamie Jones and Howard Alckey of Toronto and Derek Ford of Kitchener, chased a man after the woman was attacked around 4 a.m. in a Harvey’s at Gerrard and Jarvis Sts.
They were credited with helping police end the footchase and arrest the suspect.
“The hue and cry grew as he ran from the scene,” 52 Division Det. Stephen Bone said later.
Further investigation showed the Toronto-born man is an alleged pimp, who decided to move back from Calgary after being released from prison.
“He’s a newcomer here,” and the Harvey’s is a favourite eatery for local hookers.
Bone said the accused man was also wanted in the June 4 shoot-up of a car around Church and Gerrard Sts. Three men were hit, the most seriously hurt with two slugs through a hand.
